GOALS for Predicting Seasonal-to-Interannual Climate: A Program of
Observation, Modeling, and Analysis "presents a strategy for improving the
understanding and prediction of climate variations on seasonal-to-
interannual time scales." The proposed program, GOALS(Global Ocean-
Atmosphere-Land System), would enlarge on the focus of the TOGA(Tropical
Ocean and Global Atmosphere) program by increasing the geographic scope to
the global tropics.

The projected time period for GOALS would be 1995-2010.
The program would include four elements: modeling, observations,
empirical studies, and process studies.
The report was published by National Academy Press and includes:

Climate Research Committee; Board on Atmospheric Sciences and Climate;
Commission on Geosciences, Environment, and Resources.
2) Agenda and list of participants of the 1993 GOALS Study Conference
