"Stalled on the Road to the Market: Lessons from a Project Promoting Lighting Efficiency in India," A.J. Gadgil (Ctr. Bldg. Gives reasons for the success of a high-efficiency lamp leasing program that may be relevant in other attempts to improve energy efficiency in developing countries.

"Economic Analysis of Ilumex: A Project to Promote Energy-Efficient Residential Lighting in Mexico," J. Sathaye (Energy & Environ. Div., Lawrence Berkeley Lab., 90-4000, Berkeley CA 94720), R. Friedmann et al., 163-172. An economic feasibility study of a project to promote the use of compact fluorescent lamps finds that it will bring substantial economic benefits to Mexico, the utility and the customer. Expanding the project would contribute significantly towards the planned addition of generating capacity by the year 2000.

Uses a conventional economic welfare framework to develop a better method to measure the economic benefits and costs of DSM, and compares it to the standard cost-effectiveness tests generally used. Finds that the standard tests are incomplete. Uses a numerical example to demonstrate the biases in the current tests.

Shows that strategic interactions between consumers and a public utility render unprofitable demand-side conservation programs that appear profitable by conventional criteria. Rational consumers respond strategically to utility-sponsored conservation programs by minimizing their own expenses for energy efficiency.
